In any case, it appears to me that the Maryland State Attorney is interpreting the law far broadly than any other state with a similar law.  That begs for the law to be amended. You are the Chair of the Judicial Committee. I suspect the Superintendent of the Maryland State Police hasn't replied to your April 20 note.  I believe it is time for Maryland's elected representative to initiate action and bring the appointed officials in line.
