Most aren't really roads, they're horse trails and fire roads. Some are there from before it was really a park because people had land up there. When it was made a park, they grandfathered in access to property rights... Any road that was there is still a usable road to the family who's land it accesses. If you view these roads from Skyline drive, you'll find most (if not all) have steel barrier bars in front of them to stop access.
